Step 1: Create an Excel or Google Sheets and create columns for Campaigns, Ad groups and keywords
Step 2 - Bulk Upload Keywords in new Campaigns:
1) Copy your Campaigns, Ad groups, Keywords, including the headers
2) Navigate to Google Ads Editor
3) Open the Keywords & targeting dropdown menu (left-hand-side)
4) Select Keywords
5) Click on the Make multiple changes button
6) Select my data includes columns for campaigns and / or ad groups
7) Click on Paste from clipboard and verify the columns are recognised correctly
8) Process and keep changes

2) Navigate to Google Ads Editor and select the campaign and ad group you would like to bulk upload the keywords
