Choose Create a campaign without a goal’s guidance.

Select Display Campaign → Standard Display Campaign.

In the Placements section, search for and select mail.google.com to target Gmail specifically.

Add your ad creatives, headlines, descriptions, and final URL.
Once approved, your ads will only appear in Gmail placements within Google’s Display Network.

Can I still target Gmail users after Smart Display replaced Gmail campaigns?
